New Hampshire Sees Record-Breaking Health Insurance Marketplace Enrollment for 2025

CONCORD, NH (February 27, 2025) – The New Hampshire Insurance Department (NHID) announces a landmark achievement: the state's Health Insurance Marketplace has reached record-high enrollment for the 2025 coverage year. An impressive total of 70,337 Granite Staters selected health insurance plans on the exchange during the recent Open Enrollment Period, soaring past last year's figure of 65,117 by over 5,000 participants.

This remarkable surge in enrollment underscores New Hampshire's steadfast dedication to ensuring accessible and affordable health care options for its residents. Several pivotal factors have fueled this growth:

  • Nation's Lowest Average Benchmark Premiums: For 2025, New Hampshire proudly offers the lowest average benchmark premiums in the United States, at just $325, as confirmed by a recent KFF analysis.
  • Expanded Insurance Options: The inclusion of WellSense Health Plan in the state's marketplace has increased the number of insurance carriers to five, providing residents with enhanced choices and stimulating a competitive market.
  • Effective Market Reforms: New Hampshire's free-market approach to health care consistently delivers some of the nation's most affordable insurance options. A recent WalletHub study further endorses this strategy, ranking New Hampshire fifth among states with the best health care systems, based on 44 measures of cost, accessibility, and quality of outcomes.

"The surge in health insurance enrollment is a testament to New Hampshire’s hard work to maintain a vibrant, consumer-friendly marketplace," said Insurance Commissioner DJ Bettencourt. "With the lowest average benchmark premiums nationwide and an expanding array of plan options, Granite Staters continue to reap the benefits of a market focused on affordability and accessibility. As national leaders deliberate the future of the Enhanced Premium Tax Credits and the 1332 Reinsurance Programs, it is crucial to acknowledge New Hampshire’s success and ensure that any proposed reforms are sustainable, practical, and effective in further reducing costs."

"These enrollment numbers highlight the critical importance of sustaining a robust and competitive insurance market," echoed Deputy Insurance Commissioner Keith Nyhan. "By broadening consumer choices and promoting competition among insurers, New Hampshire stands at the forefront of offering its residents high-quality, cost-effective health coverage."

The NHID urges all residents to explore their health insurance options and seize the opportunities available through the Health Insurance Marketplace. For more information, visit HealthCare.gov or contact the NHID’s Consumer Service division.
